Supported Living History
Supported Living began in 1985 when parents of some of our campers loved the experience their children were having in camp and wanted to carry that over to a home setting. What started as the vision of a handful of parents and one large Victorian home, has expanded to eleven homes and 3 apartments. Homes range in style and size, from apartments to single family homes; all designed to meet the changing needs of each individual. Supported Living works closely with the Horizons referral team to ensure the “fit” is best for all concerned.
Horizons Supported Living Services are as unique and multi-faceted as the individuals we serve. Adults live in homes or apartments with a wide variety of custom-tailored supports, from cooking and shopping, to hiking and going to the movies, visiting museums and amusement parks.
Supports are:
- person-centered
- oriented around a daily routine which includes work and the pursuit of personal interests and hobbies
- built to complement meaningful relationships with family, friends, neighbors, and members of the community
- based on individual preferences and capacities
- designed to help each person live the life they want.

Katrina Sylvester

Katrina has been with the agency for over 10 years. She knows that no single approach is the right one for every individual we support. Katrina feels strongly that the relationship development between individuals we serve and support coaches is vital to the work we do. Katrina encourages team process and loves learning new things. In her free time, Katrina enjoys spending time with family, friends and her dog Maple. She likes to be surprised and to surprise others. Beth Morris
Associate Director, Supported Living
Beth has worked at Horizons for over 28 years in a number of different roles. She truly enjoys helping people realize their dreams; whether that is learning to cook a favorite recipe themselves, save their money for a vacation or even buy their own home! She has utilized the training provided by Horizons, especially positive practices, and her personal skills to assist in finding homes for our residents, making sure their entitlements are up to date and ensuring their supporters know what is important to them! Mugagga D. Mbabali, MSW
Clinical Behaviorist
Mugagga first came to the US in 2005 to work a summer as a camp counselor from Uganda through a cross-cultural exchange program with the International Camp Counsellor Program. He returned the following summer after realizing that Horizons was a place he could grow and build his career. In 2015 he graduated with a Masters of Social Work from the University of Southern California and became a Certified School Social Worker in 2019. Mugagga enjoys working in an industry where he encourages people to realize their potential and sets them on their way to achieving more extraordinary things.
